Global Industry Cluster Cooperation Centers

and the government of Ninghai County

The stationery industry is the backbone of Ninghai County's economy. Influencing the whole of China, the Ninghai stationery industry has over 400 manufacturers, employs more than 22,000 staff, and produces goods worth over 5 billion RMB annually, representing 11.9% of Ninghai County's gross output and approximately 10% of China's total stationery production. For these reasons, Ninghai County has been given the titles of the Stationery Center of China, the Branded Stationery Center of Zhejiang, and the Ningbo Industrial Center of Finest Stationery.

Developing over two decades, modules of industrial clusters have been established in three districts: the Economic Development Zone Cluster, the Xidian Town Cluster, and the Changjie Town Cluster. Four renowned national brands, four top-10 stationery brands, a renowned national export brand, and three products exempt from quality inspection are all among Ninghai's achievements. Also worthy of note, a total of six enterprises presided over or participated in drafting national and industrial standards, including:

  • stipulating the national standards for Solid Glue;
  • stipulating the national standards for General Safety Requirements for Students' Articles;
  • drafting the industrial standards for Plasticine, Knives and Tippex (QB2655－2004)
  • drafting industrial standards for Sharpeners, Folders and Staplers

Expanding greatly, the Stationery Center of China has more service functions and facilities than ever before, with support service bodies such as the China Stationery Web, the National Supervision and Test Center for Cultural and Educational Commodities, the Product Exhibition Center and the Product Design Center, all being set up in Ninghai County.

In 2009, the Global Alliance of SMEs and the government of Ninghai County jointly established the Global Stationery Industry Cooperation Base, with the aim of establishing Ninghai as a world-renowned stationery center, leading the way in cutting-edge stationery development and global competition.
