Summit of International Business Leaders Shanghai

On November 20th, 2013, the Summit of International Business Leaders Shanghai was held at the Shanghai International Convention Center by Global Alliance of SMEs, Shanghai Entrepreneurs Association, China Business News and Overseas Education College of Shanghai Jiao Tong University.

The world economy remains full of uncertainties and has shown weak growth momentum since the 2008 global financial crisis – the most severe recession since the Great Depression in the 1930s. While the U.S. and Japanese economies picked up pace and the Eurozone has shown some positive growth, major emerging markets are still struggling with a drastic downturn and local currency depreciation. As globalization continues to dominate the international economic development over the next two decades, will the world financial and monetary system enter an era of multi-polarization? Will emerging economies and developing countries account for half of the global trade and cross-border investments? Will China embark on an innovative, environmental friendly, vigorous and sustainable development path? Will China successfully stride across the middle-income trap, and become the world’s largest economy by 2030? What kind of effects will China (Shanghai) Pilot Free Trade Zone bring to China’s economy in real reality?

To tackle the above issues, the summit is themed “China 2030: Challenges and Opportunities and China (Shanghai) Free Trade Zone and the Nurturing of ‘Upgraded Version’ Economy”. Mr. Jean-Pierre Raffarin, Vice President of the French Senate and Former Prime Minister of France, Mr. Li Wuwei, Vice Chairman of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), Mr. Carlos Magariños, Former UNIDO Director General and Global Chairman of GASME, Mr. Long Yongtu, Former Vice Minister of Foreign Trade and Economic Cooperation and Chief Negotiator in China’s WTO Accession, Ms. Patricia Espinosa C., Former Minister of Foreign Affairs of Mexico, Mr. Ronald Bew, Former Associate Deputy Administrator of U.S. Small Business Administration, Mr. William Spitler, Former Director of New York Center of US Department of Commerce, Dr. George Wang, Executive Chairman of GASME, Mr. Qin Shuo, Editor-in-chief of China Business News, Mr. Zheng Yonggang, Chairman of SEA, Mr. He Weiwen, Vice Chairman of GASME and Former Economic and Commercial Counselor at Chinese Consulate General in New York, Mr. Wang Hongxin, Executive President of Overseas Education College Shanghai Jiao Tong University, Mr. Zhou Dewen, Vice Chairman of China Association of Small and Medium Enterprises and about 300 Chinese and non-Chinese enterprisers attended the summit, sharing views on the megatrends in global economy and hot issues regarding China’s growth strategies.

Mr. Jean-Pierre Raffarin and Mr. Carlos Magariños agreed that the countries and regions around the world are involved in increasingly close relationships and greater interdependency in the world economy. As the engine driving the world’s economic growth, China is assuming an even more important role in the world economy, presenting the world with a better and more confident future. The new economic model is seeking for common development more than just exchanges of commodities.

Mr. Li Wuwei, Vice Chairman of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), said that wide-ranging and multi-level cooperation patterns have already taken shape. For example, China has widely been involved in international cooperation, by joining organizations such as the Asia-Pacific Economic Cooperation (APEC), Shanghai Cooperation Organization (SCO) and China-ASEAN Free Trade Area, as well as international cooperation organizations such as Asia-Europe Meeting, Forum on China-Africa Cooperation and so on. This international cooperation plays a positive role in China’s economic recovery by enhancing China’s economic vigor and optimization of trade partners.

Speaking on the hot issue of Shanghai Free Trade Zone, Mr. Long Yongtu, Former Vice Minister of Foreign Trade and Economic Cooperation and Chief Negotiator in China’s WTO Accession, held the view that the Shanghai Free Trade Zone shall deepen its reform and opening up, and make preparations for foreign trade by taking an initiative in joining the economic globalization. He also spoke with a special emphasis on two major issues to avoid: valuing the market access instead of the institution and mechanism; valuing the service industry instead of the real economy. In his view, it is important to open wider to the outside, and even more importantly, build a government service system with high international standards and high efficiency. At the same time, reiterated that the service and manufacturing industries are highly interdependent – if one falls, the other fails. Therefore, it is important to place great attention on the development of real economy, especially the manufacturing industry.

At Session Three: “Dialogues between Business Leaders”, many leaders shared their thought-provoking viewpoints. Mr. Zheng Yonggang, Chairman of Shanghai Entrepreneurs Association, stressed that Shanghai Free Trade Zone would serve as a platform for private enterprises involving in international business. The enterprises themselves should seek for breakthrough in high-end industries, as well as upgrading in manufacturing industry. Mr. Wang Hongxin, Executive President of Overseas Education College Shanghai Jiao Tong University, shared the view that, the whole page of the communiqué of the Third Plenary Session of the 18th CPC Central Committee is no more than 5,500 characters, which is the shortest one by far. It states clearly and directly that institution will advance the modernization of national governance system and governance capability; and first time ever mentions the people’s livelihood and the keen interests of everyone; the comprehensive, scientific and efficient system on key reform areas, including authoritarian reform and democratic and scientific outlook on development, should be established to put the power into a regulated and transparent system, which itself is a great breakthrough and significant progress.

Dr. George Wang, Executive Chairman of GASME announced the White Paper on Global SMEs Development 2013. The White Paper was prepared by Peking University HSBC SMEs Research Center, fully stating the current status, business demands and development bottleneck of global SMEs, and provided strategic solutions to those problems.

At the summits, Wang Weixian, Honorary Chairman of Greenland Hong Kong Holdings Limited, Yan Ming, President of Inoherb Co., Ltd, Chen Zhong, President of Shanghai Silver Peak Co., Ltd, Han Hongwei, President of Yushang Group, Huang Hui, President of Shanghai Sanxiang Co., Ltd, Xie Yucheng, President of Shanghai Longcheng Group, Wu Jianhua, President of Shanghai Sanei Elevator Co., Ltd, Zhang Yufeng, President of Shanghai Junhe Group, Jin Zhe, President of Jintai Group Co., Ltd and Guo Jinming, President of Sheng Hua Yuan International Financing Co., Ltd were awarded for their great contribution to the development of SMEs by Mr. Carlos Magariños, Former UNIDO Director General, and Global Chairman of GASME.

After the summit, all the guests attended the Gujing Gong Liquor Luncheon. At the luncheon, Mr. Carlos Magariños, Former UNIDO Director General and Global Chairman of GASME, Ms. Patricia Espinosa C., Former Minister of Foreign Affairs of Mexico, Mr. Ronald Bew, Former Associate Deputy Administrator of U.S. Small Business Administration, Mr. William Spitler, Former Director of New York Center of US Department of Commerce and Liang Jinhui, General Manager of Gujing Group jointly lightened the miraball to announce the launching of Gujing Gong Liquor Global Promoting Initiative.
